Here is the work around to resolve this error (Works on SQL 2008, SQL 2012 )
Click Start -> Run -> dcomcnfg
Component services –> computers –> my computer –>DCOM config->MSDTSServer100
Right click and select Properties
Security
Launch and Activate permissions – edit
Add the local SQL AgentUser and enable local launch and Local activation
